摘　　要：城市资产管理公司作为我国地方经济发展特殊时期下产生的经济组织,在推进城市建设、拉动经济发展中发挥了极为重要的作用。伴随着改革开放的深入,特别是步入新的历史阶段,在践行新的发展理念、构建新的发展格局大背景下,城市资产管理公司迫切需要进行重新定位、赋能和转型。而市场化、专业化、数字化、低碳化、系统化作为新时期的发展目标,必须进一步深化城市资产管理公司体制与机制的改革,着力推动城市资产管理公司转型升级目标措施的实施,做强城市资产管理公司发展的支撑体系,积极创造城市资产管理公司的发展环境,以改革为抓手推动城市资产管理公司全面市场化转型,让其在新的历史条件下在促进地方经济发展中发挥新的功能。As an economic organization,the urban asset company has played a very special role in promoting the construction of local city and stimulating local economic development under the background of a special period of local economic development in China,Especially,along with the deepening of the reform and opening up,urban asset companies urgently need to be repositioned,empowered and transformed in the new historical stage.under the background of practicing of the new development concept and building a new development pattern.With marketization,specialization,digital,low carbonization,systematic as in the new period of development goals,the urban asset management companies must further deepen the reform of system and mechanism,strive to promote the target implementation of transformation and upgrading,strengthen supporting system for the development of the companies,actively create development environment.It takes reform as the starting point to promote the comprehensive market-oriented transformation of urban asset companies.Urban asset companies will play a new role in promoting the development of local economy in the new historical conditions.
