村务公开、宗族组织与村庄公共支出的融资效应

摘　　要：基于中国家庭追踪调查(CFPS)全国基线调查数据,论文首先研究了村庄公共支出在提高农户融资可得性中的作用,而后,又分别分析了村务公开程度、宗族组织发展水平对村庄公共支出融资效应的影响。结果表明:村庄公共支出通过增加农户的投资水平以及信任水平,能够显著提高农户非正规融资的可得性。且随着村庄到县城距离的缩短,公共支出的正规融资效应愈发明显。另外,村务公开程度越高,公共支出效率及其融资效应会越强,而宗族组织的发展可能会降低公共支出效率,使公共支出的融资效应不再显著。Based on the national baseline survey data of the China Family Panel Survey(CFPS),this paper studies the role of village public expenditure in improving the availability of financing for rural households,as well as the impact of the degree of disclosure of village affairs information and the development level of clan organizations on the financing effect of village public expenditure.The results show that village public expenditure can significantly improve the availability of informal financing by increasing the level of investment and trust of farmers.As the distance between the village and the county is shortened,the formal financing effect of public expenditure has gradually become significant.In addition,the higher the degree of disclosure of village affairs information,the stronger the efficiency of public expenditure and its financing effect,and the development of clan organizations may reduce the efficiency of public expenditure,making the financing effect of public expenditure no longer significant.
