摘　　要：21世纪以来,随着改革开放的不断深入,江苏经济发展进入转型升级阶段,全省各地政府在重视“引资”的同时加大“引智”力度,纷纷出台各项优惠政策、采取多种措施引进高科技人才,创造优良的投资创业环境,从而吸引越来越多的科技新侨和归国留学生选择在江苏创新创业。同时,以南通籍华商为代表的江苏新侨商,在海外取得事业上的成功后,以中国大陆为依托,回到家乡投资建设。新华侨华人在江苏投资、创业不仅对省内企业提高自主科研创新能力、促进产业结构优化升级、推动产业集聚和区域经济协调发展起到了积极的作用,而且加快了江苏外向型经济发展,为江苏经济社会持续、快速、健康发展不断注入新的活力。With the deepening of reform and opening up since the 21th century,the economic development of Jiangsu province has entered the stage of transformation and upgrading,the local governments in the province take into account the“attract investment”and strengthen the efforts to“introduce intellectuals”.They also take various measures to attract talents and create a favorable environment for investment and entrepreneurship,thus more and more new overseas Chinese engaged in the science and technology and returned students choose to innovate and start businesses in Jiangsu.At the same time,the new overseas Chinese businessmen from Jiangsu represented by“Tongshang”back home to invest and construction after they succeeded in overseas.New overseas Chinese investment and entrepreneurship in Jiangsu,not only played a positive role for enterprises in the province to enhance the independent innovation ability of scientific research,improve and upgrade the industrial structure,promote industrial agglomeration and regional economic coordinated development,but also accelerated the development of export-oriented economy of Jiangsu,and injected new vitality to the sustainable,rapid and healthy development of Jiangsu’s economic and society.
