摘　　要：从单位制向社区制转型的演变历程,正是基层治理现代化改革方向的生动体现,是制度逻辑发展的结果。作为计划经济时期的产物,单位制是城镇区域的基本组织制度,以单位作为“政府——个人”的连接点与城市基层组织管理的基本单元,曾经发挥过积极作用。面对新的社会历史条件,单位制逐步向社区制转型,精简不必要职能,使政府与市场“归位”。与此同时,在现实基层治理中,单位制与社区制呈现出交叉共存、耦合互补的制度特征,这是单位制长期以来对社会与个体深刻影响的结果。这种互动关系在未来一段时期仍将持续,并将继续影响与塑造着人们的生活方式与行为习惯。The transformation from the Danwei system to the community system is the vivid embodiment of the modernization of grassroots governance and the result of the development of institutional logic.As the product of the planned economy period,the Danwei system is the basic organizational system of urban areas.Danwei,as a connection point of"government-individual"and a basic unit of urban grassroots governance,has played a positive role.With the new historical conditions,the Danwei system gradually transforms to the community system,and unnecessary functions are reduced so that the government and the market can be"put in place".At the same time,the Danwei system and the community system show the characteristics of cross coexistence,coupling and complementation in the practical grassroots governance,which is the result of the unit system's profound influence on the society and individuals for a long time.This interactive relationship will exist and continue to influence and shape people's lifestyle and behavior habits.
