摘　　要：在新冠肺炎疫情蔓延导致全球经济发展速度减慢,WTO多边贸易体制局限性日益凸显的背景下,《区域全面经济伙伴关系协定》的签订为后疫情时代亚太区域经济以及世界经济带来了新的增长动力。以该协定签订为背景,分析降低关税壁垒对全球木质林产品生产、贸易与福利效应的影响。研究发现,减免进口关税对成员国家的木质林产品出口具有显著的促进作用,有利于拓宽木质林产品贸易渠道,增加生产者剩余、消费者剩余和社会福利,但是对于中国来说,政府减少了关税收入,木质林产品消费者剩余和社会净福利均减少。Under the background of the slowdown of global economic development and the increasingly obvious limitations of the WTO multilateral trading system during the Covid-19 pandemic period,the signing of Regional Comprehensive Economic Partnership(RCEP)has attracted extensive global attention,especially when the prevention and control of the pandemic has achieved remarkable effects in East Asian countries,the most popular regional economy in the Asia Pacific region.In this context,this paper analyzes the impact of reducing tariff barriers on the production,trade and welfare of global woody forest products.We conclude that the reduction of import tariff has a significant role in promoting the export of forest products of relevant countries,which is conducive to opening the door of forest products trade protection countries;however,the tariff revenue of Chinese government is reduced,and the welfare and social net welfare of China's forest products consumers are reduced.Finally,some suggestions on relevant policies are put forward according to the empirical results.
