内卷化视域下全球治理的困境及其应对

摘　　要：当前全球治理形势发生复杂变化,全球治理实践总体上矛盾重重,“内卷化”作为重要的学术概念和分析工具,可以准确描述与透视当前全球治理的困境。有增长而无发展创新的全球治理内卷化在全球治理体系、治理资源投入、治理绩效等方面均有明显体现,导致全球治理赤字不断扩大。全球治理内卷化的诱因很多,其中,全球治理进程中的“主体-对象”“事权-财权”“权力中心-权力外围”等三大结构性矛盾是其主要致因。展望未来,应着力推动全球治理议题去泛化、加快全球治理体系民主化改革并进一步发挥大国在全球治理中的引领作用,切实解决当前全球治理进程中的主要矛盾,以改善全球治理状况。The current situation in global governance is undergoing complex changes,and the practice of global governance is,on the whole,fraught with contradictions.As an important academic concept and analytical tool,involution can be used to accurately describe and penetrate the current predicaments in global governance.The involution of global governance which has made progress but no evolution or innovation is evident in the global governance system,governance resource input and governance performance,leading to a widening global governance deficit.There are many causes of the predicaments in the process of global governance,among which the three structural contradictions,“subject–object”,“power of office–right of property”and“power center–power peripheral”,are the main ones.Looking into the future,we should work hard to de-generalize the global governance agenda,accelerate the democratic reform of the global governance system and give greater play to the leading role of major countries in global governance,so as to effectively solve the major problems in current global governance and improve the situation of global governance.
