摘 要:我国正面临着城市水环境管理的重大战略转折期,滇池流域以其特殊的环境问题及历经三十年的治污经历,超前地进入了转折期,尤其是在城市面源和合流制溢流污染控制上取得了巨大突破。本文系统梳理了滇池流域的城市面源和合流制溢流污染控制措施及成效,针对存在的调蓄体量不足,雨天超量雨污水处理能力不足,污染削减效能低,基于现有城镇污水处理厂污染削减能力大幅冗余、滇池流域内湿地资源丰富,提出雨天2~3Q超负荷运行现有城镇污水处理厂,同时结合调蓄池及湿地的蓄水净水功能的策略,可控制37.8~47.3mm的日降雨量,对应92%~95%的年径流总量,有望彻底解决滇池流域的城市面源和合流制溢流污染问题。China is facing a major strategic turning point of urban water environment management,while Dianchi Basin has entered it ahead of time.A great breakthrough has been made in the control of urban non-point source pollution and combined sewer overflow.The strategies,as well as the effectiveness,were summarized here.It was found that the storage capacity was insufficient and most storage ponds lack in-situ treatment facilities.Moreover,municipal wastewater treatment plants and wetlands were poorly utilized.Addressing the above issues,a novel optimization strategy of overloading municipal wastewater treatment plant with 2 or 3 times,combing with fully utilization of storage ponds and wetlands,was proposed.The statistical analysis demonstrated with the optimization,the annual runoff control rate could reach 92%~95%and the urban non-point source pollution and combined sewer overflow could be tackled.
