地方环境支出、财政环保补助与企业绿色技术创新

摘　　要：地方政府承担着落实中央生态环保政策和推动经济绿色低碳发展的责任,那么地方环境支出能促进当地企业绿色技术创新吗?本文以我国2011—2018年A股上市企业数据为研究样本,重点考察了地方环境支出的微观企业创新效应。研究发现,地方环境支出促进了企业绿色技术创新,而在微观企业获得的财政环保补助中,环保研发补助和环保非研发补助都能成为两者之间的传导路径。进一步地,地方环境支出对企业绿色技术创新的促进作用主要集中在政府环保压力较大的地区、重污染的行业、国有产权、董事会治理积极性较高的企业。最后,这种促进作用有助于提升企业可持续发展绩效。本文为地方政府科学设定环境支出规模促进企业绿色技术创新的政策效果评估提供理论支持和经验证据。Local governments bear the political responsibility of implementing the central ecological and environmental protection policies and promoting economic green and low-carbon development.Can its environmental expenditures effectively motivate enterprises to carry out green technology innovation?Using the data from China’s A-share listed companies from 2011 to 2018,this paper examines the micro-effects of local environmental expenditures.Empirical results show that local environmental expenditures significantly promote corporate green technology innovation.Fiscal subsidies on environmental protection,regardless of environmental R&D subsidies or environmental non-R&D subsidies,can be the transmission path.Furthermore,the promotion effect of local environmental expenditures on corporate green technology innovation is mainly concentrated in areas with greater government environmental protection pressure,heavily polluting industries,state-owned enterprises,and enterprises with higher board governance enthusiasm.Finally,this promoting effect helps to improve the performance of sustainable development of enterprises.This paper provides theoretical support and empirical evidence for evaluating the policy effect of local government scientifically setting the scale of environmental expenditures to promote corporate green technology innovation.
