摘　　要：公共文化服务是公共服务领域的重要概念,大致经历了从群众文化到公共文化服务的变化,并最终成为人民群众基本文化权利与社会治理的代名词。文章从公共文化服务的起源着手,梳理了公共文化服务概念和功能的演化路径,得出了以下结论:社会需求的发展是公共文化服务概念和功能流变的根本原因;公共文化服务概念的演变,扩展了公共文化服务功能和视野;公共文化服务功能呈现从宣传教育到公民基本文化权益获得,再到民生治理延伸的演变轨迹。Public culture services,an important concept in the field of public services,has roughly undergone a change from mass culture to public culture service,and finally becomes synonymous with the basic cultural rights of the people and social governance.Starting from the origin of public cultural service,this paper sorts out the evolution path of the concept and function of public cultural service,and draws the following conclusions:the development of social needs is the fundamental reason for the evolution of the concept and function of public cultural service;the evolution of the concept of public cultural service,expands the function and vision of public cultural service;the function of public cultural service presents the evolution track from publicity and education to the acquisition of citizens’ basic cultural rights and interests,and then to the extension of people’s livelihood governance.
