我国城市工业用地配置制度创新路径探讨——基于产权配置与产权交易的视角

摘　　要：我国城市工业用地配置需同时考虑基于产权配置结构的内生交易费用与基于产权交易结构的外生交易费用。当前,我国城市工业用地配置制度存在产权主体分离、产权主体利益差异、产权结构弹性不足等产权配置结构特征,以及二级市场发展不足的产权交易结构特征。立足我国以优化产权配置结构和优化产权交易结构为主的工业用地配置制度地方实践经验,我国城市工业用地配置制度可在明晰产权政策、优化弹性约束政策等方面完善产权配置结构,在探索一级市场“全生命周期”管理机制、构建工业用地交易二级市场制度、完善土地交易市场服务组织体系等方面健全产权交易结构。Chinese urban industrial land allocation needs to consider both endogenous transaction costs based on property right allocation structure and exogenous transaction costs based on property right transaction structure.Presently,Chinese urban industrial land allocation system has the characteristics of property right allocation structure,such as the separation of property right subjects,the difference of interests of property right subjects,the lack of flexibility of property right structure,and the lack of development of secondary market as the characteristic of property right transaction structure.Based on the practical experiences of industrial land allocation system focusing on optimizing property right allocation structure and property right transaction structure in local practice,we should improve the property right allocation structure in terms of clarifying property right policies,optimizing flexible constraint policies,and improve the property right transaction structure includes exploring the “whole life cycle” management mechanism of the primary market,constructing the secondary market system of industrial land transaction and improving the service organization system of land transaction market.
