摘　　要：针对现有配电网规划评价缺少从管理层面评价配电网调度运行水平问题,提出一种基于组合权重-灰云聚类模型的配电网调度运行管理水平综合评价方法。首先,从配电网调度管理角度考虑,构建了一套考虑技术性、高效性、经济性和社会性的配电网调度运行管理水平综合评价指标体系。在此基础上,采用有序加权算子修正层次分析法主观极值偏差,得到各层级指标主观权重,并结合熵权法确定的客观权重,求取评价指标组合权重,既能体现决策者的主观愿望,又能客观地反映各指标的重要程度;同时,引入正态云模型改进灰色评价的聚类白化权函数,有效反映了评价等级信息的随机性和模糊性。最后,选取东北某省实际城郊县调,对其当前调度运行管理水平进行评价,找出配电网调度环节关键点,为配电网调度模式改革和协同优化,进一步提高配电网调度运行管理水平提供决策依据。The planning evaluation of existing distribution network lacks the evaluation of dispatching operation level from management level.In response to this situation,we proposed a comprehensive evaluation of dispatching operation management level of distribution network based on combined weight-gray cloud clustering model.First,from the perspective of dispatching management,we constructed a comprehensive evaluation index system considering the technicality,high-efficiency,economy and sociality.On this basis,the OWA operator was used to modify the subjective extreme value deviation of the analytic hierarchy process,and the subjective weights of indicators at each level was obtained.With the objective weight determined by entropy weight method,the combination weight of evaluation index was calculated.This reflects the subjective wishes of decision makers as well as the importance of each indicator.Meanwhile,the normal cloud model was introduced to improve the clustering whitening weight function of gray evaluation,which effectively reflects the randomness and ambiguity of evaluation grade information.Finally,we selected the actual urban dispatch of a province in Northeast to evaluate its current level and find out the key points of the dispatching link,so as to provide decision-making basis for the reform and collaborative optimization of the distribution network dispatching mode and further improve the dispatching operation management level.
