基于三维政策工具框架的中国冰雪装备器材产业政策文本量化分析

摘　　要：国家从战略角度提出了发展冰雪体育产业的目标,冰雪装备器材产业作为完成冰雪体育产业目标的重要物质保障,对实现健康、有序的发展具有重要意义。从政策工具、发展主体和价值链三个维度对《冰雪装备器材产业发展行动计划(2019-2022年)》进行三维分析框架的构建,结合内容分析法对文本作出分析。旨在剖析我国冰雪装备器材产业在政策工具、发展主体和价值链领域三者之间的关系,在厘清三者关系的同时找出文本的缺失与不足,并提出改善方案,以期优化和完善未来我国冰雪装备器材产业政策的制定,提高我国冰雪体育产业的竞争力。From the strategic point of view,the state has put forward the goal of developing the ice and snow sports industry.The ice and snow equipment industry,as an important material guarantee to accomplish the goal of ice and Snow Sports Industry,is of great significance to realize the healthy and orderly development.This study constructs a three-dimensional analysis framework of Ice and Snow Equipment Industry Development Action Plan(2019-2022)from three dimensions of policy tool,development subject and value chain,and analyzes the text with content analysis.The purpose of this paper is to analyze the relationship among policy tool,development subject and value chain in China's ice and snow equipment industry,to find out the lack and deficiency of the text at the same time,and to put forward the improvement plan,in order to optimize and improve the future of China's ice and snow equipment industry policy-making,improve the competitiveness of China's ice and snow sports industry.
