新疆阿克苏地区农村富余劳动力转移就业现状及提升路径研究

摘　　要：农村富余劳动力转移就业,有效优化了农村产业结构和就业结构,推动了农村人力资源的开发,提高了农民综合素质,作为一种“造血”式扶贫方式,在全面脱贫工作中起到了关键作用。新疆阿克苏地区多管齐下,整合优势资源,把农村富余劳动力作为重点,抓好就业创业工作,在农村富余劳动力转移就业方面取得了突出的成绩。但阿克苏地区农村富余劳动力转移还存在内生动力不足、就业质量不高、技能培训程度低、发展空间窄等问题。针对这些问题,提出了注重宣传引领、强化就业培训、拓宽就业渠道、鼓励创业就业、优化就业服务等措施提升转移就业成效。The transfer of surplus rural labor force to employment has effectively optimized the rural industrial structure and employment structure,promoted the development of rural human resources,and improved the comprehensive quality of farmers.As a“hematopoietic”poverty alleviation method,it has played a key role in the overall poverty alleviation work.Aksu Region of Xinjiang has made outstanding achievements in the transfer and employment of surplus rural labor force through multi-pronged efforts and integration of superior resources,focusing on employment and entrepreneurship of surplus rural labor force.But there are problems in Aksu Region for surplus labor transferred from rural areas such as insufficient internal impetus driving,low employment quality,low degree of skill training,and narrow development space.Aiming at the problems,measures for improving the effectiveness of transfer and employment were propesed,such as emphasizing propaganda guidance,strengthening job training,widening the channels of employment,encouraging entrepreneurship,optimizing employment service.
