摘　　要：实施退耕还林,减少农业种植面积,促进农村经济快速发展,是各级政府和林业部门最关注的课题之一。该文从林间、林下开发谈起,探讨推广林草造林模式的理论根据,发展草业的意义,提出发展林草型造林模式应采取的主要措施。The implementation of returning cropland to forest,reducing agricultural planting area,and the rapid development of rural economy have become the most concerned topics of governments and forestry departments at all levels This paper discusses the theoretical basis of promoting forest and grass afforestation model,the significance of developing grass industry,and puts forward the main measures to develop forest and grass afforestation model.
