摘　　要：战略性新兴产业是国际角逐的重点领域。在我国战略性新兴产业政策的支持下,战略性新兴产业逐步发展壮大,在一些发达地区甚至成为推动经济发展的支柱性产业。以国家层面战略性新兴产业政策为分析对象,以政策手段为重点,以时间为线索,将战略性新兴产业发展至今分为三个阶段,从政策环境、政策目标、政策主体、政策客体、政策措施的结构视角归纳总结每一阶段我国战略性新兴产业激励政策的演进规律,比较分析了不同时期的政策内容,着重提取了各阶段我国战略性新兴产业政策关键举措。有助于把握该产业在国家层面整体发展脉络,在指导仍处于战略性新兴产业起步阶段的西部地区尤其是少数民族边疆地区制定战略性新兴产业激励政策,以及地方产业快速发展并与全国相接轨等方面具有很强的借鉴意义。Strategic emerging industries are the key fields of international competition.With the support of Chinese policies, strategic emerging industries have gradually developed and grown, and have even become pillar industries that promote economic development in some developed regions.The article analyzes the national-level strategic emerging industrial policies, focusing on policy measures, taking time as a clue, and summarizing the evolution law of Chinese strategic emerging industries′ incentive policies.It also suggests policies during three periods of “The Eleventh Five-Year Plan”,“The Twelfth Five-Year Plan” and “The Thirteenth Five-Year Plan” from the structural perspective of policy environment, policy objectives, policy subjects, policy objects, and policy measures.The article compares and analyzes the policy content of different periods, focusing on extracting the key measures of Chinese strategic emerging industrial policies at each period.According to analyzing the evolution law of Chinese strategic emerging industries′ incentive policies, it will help to grasp the overall development context of the industry at the national level.As for strategic emerging industries, the western regions, especially the border areas of ethnic minorities, are formulating strategic emerging industries′ incentive policies.It strongly guides the rapid development of local industries and to be in line with the whole country.
