整体性治理视域下现代乡村风险治理

摘　　要：合作协同是现代乡村风险治理的核心议题,以整体性治理为切入点实施应急协调控制是破解乡村风险治理碎片化的要义。目前,推进乡村风险整体性治理,仍存在短板和不足,主要体现在:在治理主体方面,存在着治理主体多元下的协商合作、利益整合及集体行动困境;在治理方式上,面临着国家运动式“入场”下应对策略的持续性衰弱及规则失效、乡村自治式“在场”下因应策略的资源瓶颈以及多元理性主体博弈下的公共性流失;在治理能力上,需要应对制度、技术和话语困境的挑战。实现乡村风险整体性治理,需要以完善风险治理体系为根本点,将提升风险治理能力为着力点,将规范化建设作为关键点,最终推动乡村风险治理从“碎片化”走向“整体化”,实现现代乡村的善治。Cooperative collaboration is the core issue of modern rural risk governance,and the implementation of emergency coordination control with holistic governance as the breakthrough point is the essence to break rural risk management fragmentation.At present,the holistic governance of rural risks still exists short boards,which mainly reflected in three aspects:(1)In terms of governance subject,there are dilemmas in consultation and cooperation,interest integration and collective action under multi governance subjects;(2)In terms of governance method,it is faced with the persistent weakness and rule failure of the coping strategies under the national sports"admission",the resource bottleneck of the camera strategy under the rural autonomy and the loss of publicity under the multi rational agents game;in terms of governance,there is still much room for improvement in institution,technology and discourse.To realize the holistic governance of rural risks,it is key to improve the risk management system,enhance the risk management capacity,and standardize rural construction,so as to ultimately promote the rural risk management from"fragmentation"to"integration",and realize good governance in modern rural villages.
