科学精准调度淮河水工程有效保障流域防洪安全

摘  要:淮河流域天气系统复杂多变,洪涝灾害易发多发。经过70多年系统治理,淮河流域基本建成了工程和非工程措施相结合的防洪除涝减灾体系。2021年,受台风“烟花”等极端天气影响,淮河流域洪河、沙颍河等52条河流发生超警洪水,淮委与流域四省团结协作,科学精准调度各类水利工程,切实做好流域水旱灾害防御各项工作。Due to the complexity of weather conditions,flood and waterlogging disasters frequently happen in the Huaihe River Basin.After more than 70 years of systematic treatment,the basin has established a flood control system that combines structural and non-structural measures.In 2021,floods that exceeded the warning levels occurred in 52 rivers of the Huaihe River Basin,including the Hong River and the Shaying River,under the influence of severe typhoon“In-Fa”.The Huaihe River Water Resources Commission,in collaboration with relevant departments of four provinces,took scientific and accurate approaches to regulate all kinds of water structures and effectively controlled the floods in the basin.
