危房改造如何提升贫困农户住房发展水平——基于H省L县的实证分析

摘　　要：危房改造是近年来促进贫困农户住房发展最为有力和深刻的行动之一。而既有研究在政策效应的形成机制探讨方面尚存不足。在汲取诸理论有益知识的基础上,首先,建构一个以行为能力和行动意愿为中间变量、目标事件为结果变量、政策干预为解释变量,阐释嵌入型公共政策绩效产生过程的新模型。然后,运用该模型对H省L县危房改造实践进行实证分析。结果发现,危房改造政策绩效的产生至少需要同时畅通两条路径,即“政策干预→改造能力→绩效取得”和“政策干预→改造意愿→绩效取得”,并由此形成政策效应产生的两个必要不充分条件。最后,建议设计和实施嵌入性政策时,既要关注参与者的行为能力,也要重视其行动意愿。Rehabilitation of dilapidated houses is one of the most powerful and profound actions to promote the housing development of poor farmers in recent years.As for the mechanism of policy effect acquisition,the existing research is insufficient.Based on obtaining beneficial knowledge of various theories,first of all,a new model is constructed to explain the generation process of embedded public policy performance with behavioral ability and willingness as intermediate variables,target events as outcome variables,and policy intervention as explanatory variables.Then,the model is used to analyze the renovation practice of dilapidated houses in L County,H Province.The results show that the policy performance of dilapidated housing reconstruction needs to open at least two paths at the same time,namely,“policy intervention→reconstruction ability→performance acquisition”and“policy intervention→reconstruction willingness→performance acquisition”,which form two necessary but insufficient conditions for the policy effect.Finally,it is suggested that when designing and implementing embedded policies,attention should be paid not only to the behavioral capacity of participants,but also to their willingness to act.
