摘　　要：保价运输制度是保障客户合法权益、防范运输企业风险的重要制度。在总结现行国际联运行李包裹运输保价制度的特征,即依靠费率变化应对风险、实行比例赔付、各国承运人重在协商的基础上,从提升运量拓展保价规模、建立响应迅速的理赔机制、加强联运行包运输安全3个角度提出提升联运行包运量、打造国内外行包联动模式、提升足额保价率、建立明确的理赔流程、增强各国承运人之间的沟通能力、细化落实规章制度、加强国境站交接环节管理和运输过程管理等国际联运行李包裹运输保价发展对策,以发挥保价机制在联运行包运输中的作用。The value-insured transportation system is important to protect the legitimate rights and interests of customers and prevent the risks of transportation enterprises. The current system relies on changes in rates to deal with risks, implements proportional compensation, and focuses on negotiation among carriers from various countries. By summarizing the characteristics of the system for international intermodal luggage and parcel transportation, this paper proposed countermeasures in terms of expanding the scale of value-insured transportation, establishing a responsive claims mechanism, and strengthening the safety of intermodal package transportation. The countermeasures include increasing the volume of intermodal transportation packages, creating a linkage mode for domestic and international package transportation, increasing the full value-insured rate, establishing a clear claim settlement process,enhancing the communication ability between carriers from various countries, refining the implementation of regulations, and strengthening the management of border station handover and transportation process management. In this way, the role of value-insured price mechanism in intermodal package transportation is brought into play.
