相互尊重与新型国际关系——基于中国中东外交的话语与实践分析

摘　　要：相互尊重是构建新型国际关系的重要前提。作为关系性规范、行为体行为和关系状态,相互尊重指涉行为体对彼此本质属性、身份和地位等的承认与积极评价。中国中东外交的话语与实践,初步证实了相互尊重何以成为以合作共赢为核心的新型国际关系的首要前提。在话语层面,相互尊重具有框定议题和表达诚意信号的功能;在实践层面,相互尊重发挥着促进信任积累和增强合作信心的作用。中国将相互尊重主权、发展和安全道路框定为与中东国家交往的重要内容,尊重中东国家的发展权利和发展能力,尊重其打造自身主导的共同、综合、合作与可持续的地区安全架构。在相互尊重的过程性互动中,随着共有认知的增加,中国与中东国家之间的相互信任及对合作的信心逐步建立和积累起来。相互尊重符合国家对工具理性和价值理性的追求。从长远看,只有相互尊重成为国家间交往的文化,国际关系才能向着公平正义、合作共赢的方向发展。Mutual respect is an important prerequisite for building a new type of international relations. As a relational norm, a type of international behavior, and a kind of relationship status, mutual respect refers to actors. recognition and positive evaluation of each other.s essential attributes, identities, and statuses. The discourse and practice of China.s Middle East diplomacy have preliminarily confirmed why mutual respect is the primary prerequisite for a new type of international relations with win-win cooperation at its core. At the discourse level, mutual respect has the function of framing issues and expressing sincerity signals;at the practical level, mutual respect plays a role in promoting the accumulation of trust and enhancing cooperation. China has framed mutual respect for sovereignty, development, and security as an important principle of its exchanges with Middle Eastern countries, respected their right to development, and respected the creation of a common, comprehensive, cooperative and sustainable regional security structure. In the procedural interaction of mutual respect,shared knowledge has increased, and mutual trust and confidence in cooperation between China and Middle Eastern countries have gradually been established and accumulated. From a long-term perspective, only when mutual respect becomes a culture of exchanges between countries can international relations develop in the direction of fairness, justice, and win-win cooperation.
