中日韩合作与东北亚区域合作机制化的未来

摘　　要：东北亚地区不仅汇聚了三个具有世界影响力的大国——中、美、俄以及世界前三大经济体,该地区国家的工业实力、创新实力、网络和数字科技实力也不容小觑。同时,该地区还存在历史问题、领土纷争和朝鲜核问题等诸多传统安全问题以及各种非传统安全问题。东北亚还是世界上唯一一个缺乏覆盖域内所有国家的安全合作机制的地区,因此,该地区是世界上安全局势最复杂的地区之一。中日韩合作是东北亚地区机制化程度最高、涵盖领域最广、成果最丰富和内生动力最强的地区合作安排。面对东北亚地区的诸多挑战,尤须传承"和而不同、和合共生"的东亚文化价值,推进三国面向未来的合作关系。Three great powers with global influence—China, the United States, and Russia, and the first, second, and third-largest economies in the world, converge in Northeast Asia. Moreover, the industrial capability, innovation capability, network and digital technology capability of the countries in this region should not be underestimated. At the same time, this region faces many traditional security issues, such as historical conflicts, territorial disputes, the North Korean nuclear issue, and various non-traditional security issues. However, Northeast Asia is the only region in the world that lacks a security cooperation institution covering all the countries of the region. As a result, the region faces one of the most complicated security situations in the world.China-Japan-ROK cooperation is the regional cooperation arrangement with the highest degree of institutionalization, the widest coverage, the richest achievements, and the strongest endogenous dynamics in Northeast Asia. Facing various challenges in Northeast Asia, it is particularly important to maintain the East Asian culture and traditional values of “harmony in diversity, and harmony and coexistence” and to promote further cooperation among the three countries in the future.
