生态文明时代“区域绿心”地区跨界协调与空间治理

摘　　要：“区域绿心”是区域城市化过程中出现的重要生态概念。在快速城镇化阶段,我国区域绿心地区普遍遭遇“公地悲剧”,对区域可持续发展、国土生态安全格局、美丽中国建设等产生严重影响。在生态文明时代,区域绿心地区将成为国家探索绿色发展转型、空间治理创新的重要战略地区。首先总结了区域绿心地区绿色资源产权模糊、多元主体博弈复杂、多尺度治理传导受阻、多头管理事权重叠、平衡政策制度缺失等五大发展困境。在此基础上,提出促进区域绿心地区跨界协调与空间治理的若干策略。认为亟需建立空间治理共同体理念,因地制宜选择差异化的政府组织架构模式来实现多元主体的利益平衡,构建适应国土空间规划的规划传导体系,并建立以空间发展权分配为核心的区域协调机制,实现区域绿心地区的空间发展与治理转型。"Regional green heart"is an important ecological concept in the process of regional urbanization.In the stage of rapid urbanization,China's regional green heart areas generally encounter the"tragedy of the commons",which has a serious impact on regional sustainable development,land ecological security pattern and the construction of beautiful China.In the era of ecological civilization,the regional green heart area will become an important strategic area for China to explore green development transformation and spatial governance innovation.This paper first summarizes the five development dilemmas of green resource property right ambiguity,complex multi-agent game,multi-scale governance conduction obstruction,multiple management authority overlapping,and lack of balanced policy system.On this basis,this paper puts forward some strategies for the spatial development and governance transformation of the regional green heart region.It is urgent to establish the concept of spatial governance community,select differentiated government organizational structure model according to local conditions to achieve the balance of interests of multiple subjects,build a planning transmission system suitable for land spatial planning,and establish a regional coordination mechanism with the distribution of spatial development rights as the core The spatial development and governance transformation of regional green heart area.
