地球科学部RCC评审机制试点工作实践

摘　　要：2018年,国家自然科学基金委员会将“完善评审机制”作为新时代科学基金深化改革的三大任务之一,构建“负责任、讲信誉、计贡献(Responsibility,Credibility,Contribution,RCC)”评审机制是关键所在。2020年起,地球科学部地球化学、地球物理学和空间物理学两个学科陆续进行了RCC评审机制改革试点工作。本文简要介绍了RCC评审机制提出的时代背景及其内涵,并重点总结了两个学科2020—2021年度RCC试点工作的实施情况,最后梳理了RCC评审机制试点工作推进中存在的问题,为下一阶段实施RCC评审机制提供建议。试点工作初步显示RCC评审机制获得了评审专家和申请人的认可,促进了负责任的基金评审,为构建良好评审环境和维护科学基金公正性提供有力支撑。试点项目的申请人认为超过85%的评审意见有帮助,会评专家认为送审项目中超过93%的评审意见质量达到了良好。RCC评审机制的实施提升了项目评审质量,促进了评审专家与申请人良性互动,是完善评审机制和优化学术生态的有效改革举措。In 2018,improving the evaluation mechanism as one of the three major tasks of deepening reform of the new era reformation of National Natural Science Funding system.And the key is to build a“Responsibility,Credibility,Contribution”(RCC)evaluation mechanism.According to the overall deployment and requirements of the NSFC,two disciplines(Geochemistry,Geophysics and Space physics)in the Department of Earth Sciences are chosen as the pilot units for reformation by 2020,aiming for the RCC evaluation.In this paper,the general pilot reformation policies of these two disciplines are summarized;and the setting,marking and collecting of Responsibility and Contribution indicators based on positive encouragements are systematically analyzed.The aim of this work is to accumulate reform experiences for the next stage of RCC implementation.The preliminary results show that RCC evaluation reformation plays a positive role in promoting responsibility,maintaining impartiality,building better review environment and optimizing the academic ecology.More than 85%of applicants approve the benefits of review comments and the final meeting experts consider 93%of review comments are good.The implementation of the RCC improve the evaluation system and optimize the academic ecology.
