摘　　要：建立适应我国铁路运输调度自身特点,满足运输管理体制改革要求的运输调度服务清算体系是我国铁路运输改革的关键环节。基于我国铁路运输调度服务实际情况,提出铁路运输调度服务清算的实现目标、遵循原则及实施路径,从调度资源投入和贡献产出的角度出发,构建铁路运输调度服务指标体系。基于灰色关联度分析法,开展铁路运输调度资源投入核心指标研究,综合考虑核心指标的特点和铁路运输调度特征,研究提出运输调度服务清算指标建议:营业里程作为基础指标,通过总重吨公里作为综合指标,货运机车旅行速度作为激励指标。研究结果对提升铁路运输企业治理能力现代化、加快铁路企业市场化经营步伐、实现铁路运输调度服务效率与效益"双优"目标具有现实应用价值。It is the key link of China railway transportation reform to establish a liquidation system of traffic control services that adapts to the characteristics of China railway traffic control and meets the requirements of the transportation management system reform. Given the situation of railway traffic control services in China, this paper proposed the realization goals, principles, and implementation paths of traffic control services liquidation. The index system of railway traffic control services was constructed from the perspective of traffic control resource input and contribution output. With the grey correlation analysis, the research was carried out on the core indexes of railway traffic control resource input, and the characteristics of the core indexes and railway traffic control were considered comprehensively. The liquidation indexes of traffic control services were proposed. The operating mileage, the gross weight ton-kilometer, and the travel speed of locomotives were taken as the basic index, comprehensive index, and incentive index, respectively. The research results have practical application value for improving the modernization of the governance capacity of railway transportation enterprises, speeding up the market-oriented operation of railway enterprises, and achieving the high efficiency and great benefit of railway traffic control system.
