摘　　要：全球公共卫生治理是加拿大参与全球治理的重要一环。特鲁多政府在全球公共卫生治理中的特点主要表现在重视妇女儿童权利、利用多边主义机制以及非政府组织等方面,这不仅是特鲁多个人执政理念的考量和国内卫生政策的需要,也是加拿大出于参与国际多边治理,推广国家价值观和可持续发展观念以及实现国际卫生安全之目的的考虑。然而,加拿大参与全球公共卫生治理仍然面临诸多挑战。政治上,多边机制的缺陷以及缺乏系统的全球公共卫生战略,影响了加拿大参与全球公共卫生治理的效率;经济上,加拿大在全球范围的卫生援助不仅受世界各国经济发展不平衡的影响,也受其国内经济状况的束缚;文化上,世界各国固有的文化观念差异以及加拿大国内被疫情激化的种族矛盾,不仅阻碍了科学卫生观念的传播,也给加拿大参与全球公共卫生治理带来负面影响。Global public health governance is an important part of Canada’s participation in global governance. The Trudeau administration’s approach to global health governance is characterized by its emphasis on women’s and children’s rights, multilateralism, and non-governmental organizations. These characteristics reflect not only Trudeau’s personal philosophy and domestic health policy needs, but also Canada’s participation in international multilateral governance, national values and sustainable development, and international health security. However, Canada’s participation in global public health governance still faces many challenges. Politically, deficiencies in multilateral mechanisms and the lack of a systematic global public health strategy reduce the effectiveness of its participation in global public health governance. Economically, Canada’s global health assistance is hampered not only by the uneven economic development of countries around the world but also by its domestic economic conditions. Culturally, differences in cultural perceptions within the international community and within Canada not only hinder the international health development process but also can even give rise to tendencies such as racism, which will have a negative impact on Canada’s participation in global public health governance.
