摘　　要：目的:总结基层医疗卫生服务供给范围和治理结构的国际经验,为相关研究和改革实践提供参考。方法:以“制度-结构-过程-结局”作为分析框架,对部分国家基层医疗卫生服务供给范围和治理结构进行了比较分析。结果:各国通过立法规定了相应的供给范围,持续的筹资和支付方式、激励机制改革有助于促进服务有效供给。结论:基层医疗卫生服务治理需要与关键要素相互适应,才能形成有效的治理结构,促进服务供给。Objective:It aims to provide references for relevant research and reforms in China by summarizing international experience of the service scope and governance structure of primary care services.Methods:Taking “system-structure-process-outcome”as the analytical framework,services scope and governance structure of primary care services in typical countries are reviewed and compared.Results:Services scope of primary care are guaranteed through legislation,and the continuous reform of financing,payment methods and incentive mechanism will help to promote the provision of integrated services.Conclusion:The effective governance of primary care service supply needs to fit other key driving factors,thus forming an effective governance structure and promoting service supply.
