脱贫攻坚精神的闽宁实践

摘　　要：闽宁镇是我国最早进行扶贫移民安置的地区,其行政区划经历了扶贫吊庄移民基地、闽宁村扶贫经济开发区、闽宁镇3个阶段,产业发展也可划分为3个阶段。1991—1997年扶贫吊庄移民基地建设阶段属于移民安置过渡期,产业脱贫路径合理性体现在重点发展粮食生产与劳务输出业,有效解决移民温饱问题;1998—2001年闽宁村扶贫经济开发区及2002—2012年闽宁镇建设阶段,属于移民安置稳定期,产业脱贫路径合理性体现在重点发展经济效益更高的特色产业,因势利导建设产业园,拓展移民致富路径与增收空间;2013年至今是闽宁镇移民安置提升期,也是精准扶贫及乡村振兴关键阶段,该阶段升级改造特色产业与产业园,走产业集群发展路径,取得了良好的经济效益、生态效益、社会效益,移民全部脱贫,闽宁镇也实现了全面建成小康社会发展目标。As the earliest poverty alleviation immigrant area,to the new industry strong town,Minning changes from Diaozhuang poverty immigrant base(1991—1997)to poverty alleviation economic development district of Minning village(1998—2001),and now Minning Town(2002—2012).In the immigration transition period of 1991—1997,the industrial poverty alleviation path focuses on the development of crop production and labor export,which solves the hunger of immigrants.In the immigration stability period of 1998—2012,Minning focuses on the development of characteristic industries which have higher economic profits,establishes industrial parks and expands the channels and space of immigrant income improvement.In the immigration improvement period of 2013-now,also the key stage of targeted poverty alleviation and rural revitalization,Minning upgrades characteristic industries and industrial parks,follows the path of industrial agglomeration,achieving good economic,ecological and social benefits;with all the immigrants out of poverty,Minning Town realizes the goal of building a well-off society in all respects.
