摘　　要：在村民委员会内设置公共卫生委员会是宪法的明确规定,也是推进健康乡村建设、实现乡村振兴的必然要求。但由于相关立法规定的不健全,导致实践中村公共卫生委员会在人员组成、工作职责、运行制度、经费保障等方面存在一定的形式化和不规范等问题。应适时修订《村民委员会组织法》,并通过地方立法强化村委会公共卫生委员会建设的法制化,实现村公共卫生委员会建设的法治化,以织密筑牢农村公共卫生体系网底,切实提升农村基层公共卫生治理效能。The establishment of a public health committee in the villagers’ committee is an explicit provision of the constitution and an inevitable requirement for promoting the construction of healthy villages and realizing rural revitalization.However,due to the imperfection of relevant legislative provisions,there are certain formalization and non-standard problems in the personnel composition,job responsibilities,operation system and funding guarantee of the village public health committee in practice.The“Organic Law of the Villagers’ Committees”should be amended timely,and strengthen the legalization of the construction of the village committee public health committee through local legislation,and realize the legalization of the construction of the village public health committee,so as to strengthen the bottom of the rural public health system and effectively improve the efficiency of public health governance at the grass-roots level in rural areas.
