摘　　要：公共价值管理理论被推崇为有望取代新公共管理理论而成为公共行政的新范式,从而自然成为政府绩效管理的重要理论基础。但由于研究路径多元、缺乏统一的话语体系、公共价值与政府绩效的关系模糊不清等原因,面临理论停滞的风险。通过对公共价值与政府绩效的概念进行辨析、整合与重构,提出政府绩效与公共价值具有同一性关系,构建了基于公共价值的政府绩效评估程序和政府绩效评估理论框架。As public value management theory is expected to replace the theory of New Public Management as a new paradigm of public administration. It naturally becomes an important theoretical basis for government performance management. However, the theory faces the risk of stagnation due to multiple research paths, the lack of a unified discourse system, and the blurred relationship between public value and government performance. By clarifying, integrating and reconstructing the concepts of public value and government performance, this paper proposes that public value and government performance are homogeneous. It also constructs a government performance assessment procedure and theoretical framework based on public value.
