摘　　要：作为人类民主政治的新形态,全过程人民民主具有丰富的政治内涵和重大的现实意义。全过程人民民主是中国特色社会主义民主政治本质特征的时代化表达,是人民当家作主制度体系日益成熟的鲜明标志。与西方民主治理“重心”悬置的运行逻辑不同,全过程人民民主是以强化和巩固治理“重心”下移而采取的民主创新形态和实现机制。有效把握和实现全社会民意的“最大公约数”、凝聚改革发展共识是全过程人民民主制度优势的集中体现,彰显了中国式民主的正当性与优越性。发展全过程人民民主,实现人民当家作主,与坚持党的领导具有内在的一致性。始终坚持和全面落实党的领导,为有序推进全过程人民民主、充分实现人民当家作主提供了根本保证。As a new form of human democratic politics,the whole-process people’s democracy has rich political connotation and great realistic significance.The whole-process people’s democracy is a modernized expression of the essence of socialist democracy with Chinese characteristics,and a clear sign that the system of running of the country by the people is becoming increasingly mature.Different from the operation logic of suspending the“center of gravity”of democratic governance in the west,the whole-process people’s democracy is a democratic innovation form and implementation mechanism adopted to strengthen and consolidate the downward movement of the“center of gravity”of governance.Effectively grasping and realizing the“greatest common divisor”of public opinion and building consensus on reform and development are a concentrated demonstration of the strengths of the whole-process people’s democracy system,demonstrating the legitimacy and superiority of Chinese-style democracy.Developing the whole-process people’s democracy and manifesting people-master-style democracy are inherently consistent with upholding the leadership of the Party.Upholding and implementing the leadership of the Party has provided a fundamental guarantee for making orderly progress in the whole-process people’s democracy and fully making the people the masters of the country.
