摘  要:[目的/意义]从专利权人层面界定技术创新能力,以企业、高校与科研院所等研发机构为研究对象,利用专利指标构建专利权人技术创新能力评价体系,为研发机构有针对性地提升技术创新能力提供参考,为政府有关部门制定相关政策提供理论支撑。[方法/过程]在梳理现有文献的基础上,从技术创新规模、技术创新质量和技术创新影响力3个维度构建专利权人的技术创新能力评价体系,结合熵权法、灰色关联度和TOPSIS法进行综合测评与单维一级指标测评及比较,并以人工智能领域为例进行实证分析。[结果/结论]所提出的评价体系,在综合测评时,总体上刻画出专利权人技术创新能力的类别及其差异性;在单维一级指标测评时,纵向比较发现各个维度下专利权人技术创新能力的强弱及各自侧重,横向比较揭示出各个机构在不同维度上技术创新能力的差异性及优劣势。最后,提出相应的对策建议。[Purpose/significance]This paper defines the technological innovation ability from the patentee level,taking R&D institutions such as enterprises,universities and research institutes as the research objects,and builds the patentee's technological innovation ability evaluation system with patent indicators,in order to provide reference for R&D institutions to improve their technological innovation ability,and provide theoretical support for relevant government departments to formulate relevant policies.[Method/process]On the basis of summarizing research literatures,this paper constructs the patentee's technological innovation capability evaluation system from the three dimensions of technological innovation scale,technological innovation quality and technological innovation influence.This paper uses entropy weight method,grey relational degree and TOPSIS method to carry out comprehensive evaluation and single-dimensional primary index evaluation and comparison,conducting empirical analysis by taking the field of artificial intelligence as an example.[Result/conclusion]The evaluation system proposed in this paper overall describes the classification and differences of patentees'technological innovation capabilities in the comprehensive evaluation.While using single-dimensional primary index evaluation,longitudinal comparisons reveal the strengths and weaknesses of patentees'technological innovation capabilities and their different focuses,and horizontal comparisons reveal the differences and advantages and disadvantages of the technological innovation capabilities of various institutions in different dimensions.Finally,corresponding countermeasures and suggestions are put forward.
