功能区视角下县域创新能力评价及提升路径——以江西省100个县域为例

摘　　要：县域创新能力的发展已成为提升国家创新能力以及推动我国高质量发展的关键战略。文章从创新环境、创新投入、创新绩效、区域经济四个方面构建县域创新能力水平的指标体系,采用加权综合评价法对江西省2017至2019年100个县域的创新能力进行测算。结果表明:江西省县域创新能力总体得分呈“非均衡性”现象突出。为深入分析其原因,进一步从地理空间视角主体功能区战略对县域进行研究,结果发现县域创新能力未体现国家主体功能区战略的特征。基于研究结果分析,提高县域创新能力应明确县域主体功能区定位,注重功能区创新差异化发展,以合理分配创新资源为重点,持续优化功能区县域特色产业,制定精准帮扶规划,打造江西省县域创新高地。The development of county innovation ability has become a key strategy to enhance the national innovation ability and promote the high-quality development of China.This paper constructs an index system of county innovation capability level from the aspects of innovation environment,innovation input,innovation performance and regional economy,and calculates the innovation capability of 100 counties in Jiangxi Province from 2017 to 2019 by using weighted comprehensive evaluation method.The results show that the overall score of county innovation ability in Jiangxi province is“unbalanced”.In order to further analyze the reasons,the paper further studies the county from the perspective of main functional zone strategyin geographical space,and finds that the innovation ability of county does not reflect the characteristics of national main functional zone strategy.Therefore,the paper concludes that,to improve the innovation ability of counties,it is necessary to define the orientation of the main functional areas of counties,pay attention to the diversity development of innovation in the functional areas,focus on the rational allocation of innovation resources,continue to optimize the characteristic industries of counties in the functional areas,formulate accurate assistance planning,and build Jiangxi province into a highlandof county innovation.
