从一起变造动物检疫合格证明案看动物检疫合格证明的还原鉴别

摘　　要：2020年10月接A市动物监督检查站线索移送,B市农业综合行政执法队对王某、刘某、李某变造动物检疫合格证明的行为进行了立案查处,对其处以了2.5万元的罚款。为切实规范动物检疫行为、强化动物检疫证章标识的管理,本文对案件发生过程进行分析,还原了动物检疫合格证明的变造过程,以期为鉴别此类动物检疫合格证明提供参考。In October 2020, after receiving the clues handed over by the animal supervision and inspection station in city A, the comprehensive administrative law enforcement team of agriculture in city B filed a case for investigation and punished Wang, Liu and Li for altering the animal quarantine certificate, and imposed a fine of 25,000 yuan in fines. In order to effectively standardize the behavior of animal quarantine and strengthen the management of animal quarantine badges identification, this paper analyzes the occurrence process of the case, and restores the transformation process of the animal quarantine certificate, in order to provide a reference for the identification of such animal quarantine certificates.
