摘　　要：随着国内经济的长期高速发展,我国建筑市场越来越完善,基建水平越来越高。但基建的国际化程度相对较低,无论是国内基建市场外资利用率,还是国内工程企业海外市场占有率都离国际化有一定的差距。学习国外先进的造价管理理论和方法,有利于国内工程企业增强海外拓展实力。美国公路建设管理体系非常完善,其造价及造价管理形成完整的体系,并在项目开发过程中得到充分的应用。本文介绍了美国公路造价管理流程,研究了造价理论、方法与工具的原理及其在项目中的具体应用,值得国内同行尤其是从事海外项目开发的造价人员学习和探讨。With the long-term and rapid development of domestic economy,China’s construction market is becoming more and more mature and the Capacity of infrastructure construction is becoming more and more strong.However,the degree of internationalization of infrastructure is relatively low.Both the utilization rate of foreign capital in the domestic infrastructure market and the share of domestic engineering enterprises in the overseas market are far from internationalization.Learning foreign advanced cost management theories and methods is beneficial to domestic engineering enterprises to enhance their overseas development strength.American highway construction management system is very perfect,its cost estimating and cost estimating management form a complete system,and in the process of project development has been fully applied.This paper introduces the process of highway cost management in the United States,and studies the principle of cost theory,method and tool as well as its application in the project.The domestic cost estimators should study and use these cost theories and methods from overseas peers.
