摘　　要：《区域全面经济伙伴关系协定》(RCEP)使其区域成为全球规模最大的自贸区,对正处于产业链重构博弈的世界经济格局将产生深刻影响。立足构建双循环新发展格局、RCEP区域内的经济联系不断密切及东盟是我国第一大贸易伙伴的现实,以构建内外互促的双循环产业链为导向优化对外经济关系是我国与RCEP伙伴国深化合作的原则。鉴于东盟2011年提出RCEP倡议,选用2010—2020年的发展数据探索基于RCEP我国优化双循环产业链的可行性。研究表明:第一,区域经济活力、国别经济联系密切程度和贸易商品价值结构等显示,RCEP能够助推我国双循环产业链优化;第二,以差异化的链式思维,借助RCEP红利可优化双循环产业链,即允许过剩产能和库存构建内外畅通且互补的能源资源产业供应链,参与国际农产品产业链弥补国内高端农产品供求链,以打造区域绝对优势为目的共建传统制造业产业链;第三,积极发挥产业园区优势提升机电产业链价值水平,发挥RCEP成员在集成电路产业的环节优势,构建具有区域特色的集成电路产业链;第四,将省份作为构建双循环产业链的区域单元、科学看待部分产业的过剩产能和库存、以危机并存的视角处理与RCEP伙伴国的经济关系、顶层设计上全面重视产业合作分工等,是我国构建高质量双循环产业链的保障。Region Comprehensive Economic Partnership(RCEP) makes this region to be the largest Free Trade Zone(FTA)in the world,which will have an important impact on the reconstitution game of global industrial chain. Based on the construction of the dual circulation new development pattern,the closer economic contacts in the RCEP region,and the reality that ASEAN has become China’s largest trading partner,optimizing foreign economic relations under the guidance of constructing a dual circulation industrial chain is the principle for China to deepen the cooperation with RCEP partner countries. With the consideration of RCEP suggested by ASEAN in 2011,the author carries out research on the feasibility of China to optimize the dual circulation industrial chain by using the development data from 2010 to 2020. The conclusion shows that:first,regional economic vitality,the close degree of national economic contacts and the value structure of trade commodities show that RCEP can promote the optimization of China’s dual circulation industrial chain;second,by using differentiated chain way of thinking and RCEP dividends,we can optimize the dual circulation industrial chain,that is to say constructing complementary supply chain of energy and resources industry,participating global agricultural products industrial chain to compensate for domestic high-end agricultural products supply and demand chain,and constructing manufacturing industry chain to develop regional absolute advantage;third,we should give full play to the advantages of industrial parks to improve the value of electromechanical industry chain,give full play to the advantages of RCEP members in the integrated circuit industry,and construct the integrated circuit industry chain with regional characteristics;and fourth,taking provinces as the regional units to construct the dual circulation industrial chain,scientifically treating the excess capacity and inventory of some industries,dealing with the economic relation with RCEP partner countries from the perspective o
