摘 要:城郊农民通过征地拆迁被动进城是政府主导型城市化的具体实践形式,但同样的政府主导型城市化模式并不必然实现同等程度的农民城市化。在不同的地利分配模式下,农民城市化呈现出不同的实践样态:基于"土地换社保"形成的低水平保障性分配使农民深度嵌入劳动力市场,形塑出高水平的适应性城市化;基于"土地换地租"的福利性分配则抑制了农民的市场化动力,农民对地租经济的依赖造成了其不彻底的带地城市化。在政府主导型城市化模式下,农民城市化既非简单的"让农民进城",也不是单纯向农民让利,而应将优化利益分配与宣传教育引导等相结合,致力于提高农民的城市化能力。The urbanization of“people”is the core issue of the development of new urbanization,and also a major challenge facing government-led urbanization.It is the specific practical form of government-led urbanization for suburban farmers through land expropriation and demolition,but the same government-led urbanization mode does not necessarily realize the same degree of farmer urbanization.Under different geographical distribution modes,farmer urbanization presents different practical patterns:The low-level indemnificatory distribution formed based on“land for social security”makes farmers deeply embedded in the labor market and create a high level of adaptive urbanization.The welfare distribution based on“land for land rent”suppresses the market-oriented motivation of farmers,and farmers’dependence on land rental economy creates an incomplete urbanization of land belt.Thus,in the government-led urbanization model,farmers’urbanization is not only to let farmers enter the city,but also to make profits to farmers.Instead,we should combine the optimization of interest distribution with publicity,education and guidance,and devote ourselves to improving the urbanization ability of farmers.
