冬奥场馆及外围配套基础设施项目群建设协同机制分析--以北京2022冬奥会延庆赛区为例

摘　　要：4项山地场馆工程与24项外围配套基础设施工程共同构成了北京2022冬奥会延庆赛区工程建设项目群。在梳理项目群总体结构的基础上,从工程项目建设管理实务的角度,运用协同理论对项目群的总体结构进行分析,确定各级协同目标及协同要素,进而构建出冬奥项目群建设协同模型。论述了这项国家重大工程建设通过空间战略、技术目标、参与主体三个方面如何协同以实现项目群战略规划向工程项目建设计划的传导。Four stadium projects and twenty-four surrounding supporting infrastructure projects jointly constitute the Yanqing Competition Zone Program of 2022 Beijing Winter Olympics.To sort out the overall structure of the program,from the practical perspective of project management,the synergy goals and factors of the program are analyzed using synergetics.Then,the synergy model of the Yanqing Winter Olympic Program is constructed.As a national major engineering project,its construction needs to achieve synergies from three aspects:spatial strategy,technical objectives,and participants.Transitioning from the strategic planning of the program to project construction plan is realized in this study.
