乡村振兴背景下新农人对小农户的带动作用研究——基于不同利益联结方式的研究视角

摘　　要：基于浙江、江苏、河南、安徽、四川、甘肃等6个省份实地调研数据,运用随机前沿(SFA)分析方法,实证分析了新农人创业对小农户带动作用的影响,并进一步探究了限制新农人带动效率的原因和提升新农人带动效率的方法。研究发现:流动资产投入、新农人创业的规模、政府扶持金额、利益联结的紧密程度和新农人的“三农”情怀对新农人的带动效率有显著的正向影响,固定资产原值、新农人自身劳动力投入对新农人带动效率有显著的负向影响。据此提出政府应采取补助措施帮助新农人扩大生产规模、增强新农人与小农户的利益联结、宣传新农人的“三农”情怀等政策建议,以期帮助新农人与小农户建立“风险共担、利益共享”的乡村利益共同体。Based on the field survey data of six provinces,i.e.Zhejiang,Jiangsu,Henan,Anhui,Sichuan and Gansu,this paper uses Stochastic Frontier Analysis method to empirically analyze the driving effects of new farmers′entrepreneurship on small household farmers.Moreover,this paper also further studies the impact of different factors on new farmers′driving efficiency,and explores ways to improve their driving efficiency.The study found that the investment of current assets,the scale of new farmers′entrepreneurship,the amount of government financial support,the closeness of interest linkage,and new farmers′sentiment for"agriculture,rural areas and farmers"have a significant positive impact on the driving efficiency.And,the original value of fixed assets and the labor input of new farmers have a significant negative impact on the driving efficiency.According to the findings,it is proposed that the government should take subsidy measures to help new farmers expand their production scale,strengthen the benefit linkage between new farmers and small household farmers,and publicize new farmers′sentiment for"agriculture,rural areas and farmers",so as to help new farmers and small household farmers establish a rural interests community based on common responsibility and outcomes.
