摘　　要：在回顾重庆及三峡库区船舶水污染治理20年风雨历程的基础上,分析了治理过程中出现的问题和原因,总结了重庆市推动船舶水污染物实现“零排放”的有益探索和成功经验,提出了建立船舶污染治理长效机制的意见,旨在保护长江母亲河及三峡库区生态环境,促进长江及三峡库区航运绿色可持续发展。Based on a review of the past 20 years of ships’marine pollution prevention and control in Chongqing and the Three Gorges Reservoir Region,the paper studies the problems of the pollution prevention and control as well as the causes.It summaries the effective attempts and successful experience of Chongqing in realizing“zero emission”of marine pollutants from ships,and proposes opinions on establishing a long-term mechanism for ship pollution prevention and control,in order to protect the Yangtze River as China’s mother river and the ecological environment of the Three Gorges Reservoir Region,and promote the green and sustainable shipping development of the area.
