长江干线船舶生活污水处置实证研究及对策分析

摘　　要：为打好污染防治攻坚战,提升长江经济带船舶污染防治能力,以多年来现场调研和检查情况为基础,介绍目前船舶生活污水处置现状,分析生活污水不达标的主要原因,从污染防治和监管机制等多个角度,提出“疏堵结合、分类监管”的对策,为地方政府、监管部门、航运企业的船舶污染防治工作提供解决方案。In order to succeed in the battle of pollution prevention and control and improve the capabilities of ships in terms of pollution prevention and control along the Yangtze River Economic Belt, this paper, based on the on-site survey and inspection for years, introduces the status quo of ships’ domestic sewage disposal, analyzes the main causes for the non-compliance of domestic sewage with relevant standards, and proposes the countermeasure of “combining dredging with blocking and classified supervision” from multiple perspectives such as pollution prevention and control and regulatory mechanism, aiming at providing reference for the marine pollution prevention and control by local governments, regulatory departments, and shipping enterprises.
