区块链视域下我国运动休闲特色小镇治理的现实困境、破解机理与策略建议

摘　　要：运动休闲特色小镇是我国城乡融合和乡村振兴双向国家战略的新兴空间载体,是推动经济社会发展、促进国家健康产业发展的重要战略部署。经过阶段性的改革探索之后,小镇治理显现出诸多亟需突破的现实困境。运用文献调研、实地调查、专家访谈、逻辑分析等研究方法,创新性结合区块链的技术优势,对我国运动休闲特色小镇治理的现实困境、破解机理与策略建议进行了综合分析与研究。研究指出:(1)小镇在信息治理、评估治理、资源配置、数据融合、人力资源等方面显现出亟需突破的现实困境。(2)小镇须运行区块链共识机制技术,加速系统主体间的信息协同治理;运行区块链数据存证技术,加速治理评估系统的完善进程;运行区块链可追溯化技术,增加资源治理系统的负熵流;运行区块链去中心化技术,加速系统数据融合的治理进程;运行区块链综合技术,赋能人力资源治理进程。(3)小镇须注重信息化发展,运用共识机制优势提高内涵式拓展;融合“区块链+运动休闲”双领域特征,完善小镇治理评估体系;多元治理主体须增强区块链价值认同,积极引入区块链;以智能化为发展方向,多领域推进区块链融合进程;健全相关法律法规,有效保障区块链的正常运行。Sports leisure town is an emerging spatial carrier of the two-way national strategy of urban-rural integration and rural revitalization in China,and an important strategic deployment to promote economic and social development and national health industry development.However,after the stage of reform and exploration,the governance of the town shows many practical difficulties that need to be broken through.Literature research,field investigation,expert interviews,logical analysis and other research methods are used to creatively combine the technological advantages of block chain to comprehensively analyze and study the practical difficulties,solving mechanisms and strategy suggestions of governance of sports and leisure characteristic towns in China.The research points out that:(1)The town presents realistic difficulties in information governance,evaluation governance,resource allocation,data fusion,human resources and other aspects that need to be broken through.(2)The town shall operate the block chain consensus mechanism technology to accelerate the information collaborative governance among the main bodies of the system;run block chain data storage technology to accelerate the evaluation and improvement process of system governance;run block chain traceability technology to increase the negative entropy flow of the public resource governance system;run block chain decentralized technology to accelerate the governance process of system data fusion;run block chain integrated technology to empower the human resource governance process.(3)The town should pay attention to the development of information technology and use the advantages of consensus mechanism to improve the connotation expansion;integrate the dual-field features of"block chain+sports and leisure"to improve the evaluation system of town governance.Multiple governance subjects should enhance the recognition of block chain value and actively introduce block chain.With intelligence as the development direction,multi-field to promote block chain applica
