摘　　要：新时代更高水平开放型经济新体制,可以从空间、产业、规则三个层面理解其时代特征。其理论内涵主要体现在五个方面:以新发展理念为价值引领,以构筑人类命运共同体为愿景;以互利共赢、共建共享为基本原则,推进外贸创新发展;注重“引进来”和“走出去”双向投资的协调发展;基于创新驱动的全球价值链地位跃升;积极参与全球经济治理和国际经贸规则制定。基于此,构建更高水平开放型经济新体制,必须突破现有瓶颈,立足“双循环”新发展格局,围绕制度型开放这一关键点,大力推进贸易创新发展、营商环境制度性优化、自贸试验区集成创新、主动对接并引领更高标准国际经贸规则,以高水平对外开放推动经济高质量发展。The new system of a higher-level open economy in the new era can be understood from the three levels of space,industry and rules.Its theoretical connotation is mainly reflected in five aspects:take the new development concept as the value guidance,take the vision of building a community with a shared future for mankind;take mutual benefit and win-win,joint construction and sharing as the basic principle,and focus on cultivating innovation-led international trade;emphasize on “introducing in” and “going out” coordinated development of international investment;based on innovation-driven global value chain status;active participation in global economic governance and the formulation of international economic and trade rules.Based on this,to build a new system of a higher-level open economy,we must break through the existing bottlenecks,base ourselves on the new development pattern of dual circulation,and focus on the key point of institutional opening,vigorously promote the innovative development of trade,institutional optimization of the business environment,The Pilot Free Trade Zone integrates innovation,actively connects and leads higher-standard international economic and trade rules,and promotes high-quality economic development with high-level opening up.
