空间生态责任视角下的区域高质量发展测度

摘　　要：“十四五”规划提出构建主体功能明显、优势互补的高质量发展新格局。首先从创新驱动质量、经济发展质量、社会发展质量、人民生活质量、生态环境质量五个维度构建高质量发展测度框架,并刻画不同区域高质量发展水平。在此基础上将空间生态责任纳入高质量发展测度框架,引入基于背景差异的测度方法,充分考虑各地区的生态主体功能,从而矫正了因不同地区承担的生态保护责任差异而对发展质量的约束效应,客观展示了区域高质量发展的真实面貌。研究显示:不考虑空间生态责任时,区域高质量发展排名依次为东部、东北、中部、西部;考虑空间生态责任后,东部与东北地区相比并无优势,中部地区发展质量明显低于西部地区。在省际层面,考虑空间生态责任后83%的省份排名发生了变化,自然保护区面积占辖区面积比例高的省份其排名上升较快,青海、甘肃变化最大,说明各省的生态功能显著地影响了发展质量。依据两种测度结果及其变化情况,将全国分为限制开发、转型开发、适度开发、重点开发和控制开发区域,以赋予其差异化的开发策略。研究结果还显示,考虑空间生态责任的测度方法降低了各省之间的异质性,使得结果更为客观、公平。China’s economy has changed from the stage of high-speed growth to high-quality development.China should build the new paradigm on high quality development,which is made the remarks in 14th five-year plan.The research framework of regional high-quality development is constructed from five dimensions,including innovation driven quality,economic development quality,social development quality,people’s life quality and living environment quality.The method of vertical and horizontal grading based on the overall difference is adopted to measure the initial high-quality development level,which is a completely objective weighting method,avoiding the influence of evaluators’subjective factors on the evaluation results.Then,the space ecological responsibility is combined into the research framework,which reflects the land spatial positioning and environmental responsibility of different regions.Different ecological responsibility affects regional development and investment planning,thus affecting the high-quality development level.Therefore,the background difference algorithm is introduced on initial level to restore the real high-quality development level.The method corrects the constraint effect on the development quality due to the ecological protection responsibilities undertaken by different regions,and shows the actual level of regional high-quality development objectively.The research results show that:(1)The ranking of regional high-quality development is Eastern,Northeast,Central and Western on the method of no ecological responsibility.However,considering the ecological function,the Eastern has no advantage over the Northeast,and the Central is lower than the Western significantly.There are changes of ranking in 83%of the provinces on the method of ecological responsibility.The provinces with high proportion of nature reserves,such as Qinghai and Gansu,increase rapidly,indicating that the ecological function orientation significantly affected the quality of development.(2)The results from difference test a
