摘　　要：党的十八大以来,河南省就业取得了积极成效,就业形势总体稳定,就业结构持续优化,就业质量不断提高,“双创”带动就业效应明显,就业市场活跃有序,然而还存在着一些突出问题:就业结构性矛盾比较突出,就业难与招工难并存;人才体制机制创新滞后,人才软环境有待完善;缓就业问题比较突出,就业迟滞效应压力增大;智能化的替代效应给就业带来“双重影响”。“十四五”期间,破解河南省就业面临的突出问题,实现河南省高质量就业,应在优化产业体系、优化创业体系、优化教育体系、优化政策体系、优化市场体系、优化服务体系等方面着手和发力。Since the 18^(th) national congress of the Communist Party of China,Henan province has achieved positive results in employment.The overall employment situation is stable,the employment structure has been continuously optimized,and the employment quality continues to be improved.The effect of“double innovation”bringing along employment is obvious,and the employment market is active and orderly.However,there still exist some prominent problems:the structural contradictions of employment are prominent,for the difficulties coexist both in employment and in recruitment;the innovation of talent system and mechanism lags behind,and the talent soft environment needs to be improved;the problem of postponed employment is prominent,and the pressure from the effect of lagging employment gets increased;the replacement effect of intellectualization has brought“double influence”to the employment.During the“14^(th) five-plan”period,in order to solve the prominent problems facing the employment in Henan province and realize the high-quality employment,we should make efforts to optimize the following systems:industrial system,entrepreneurship system,education system,policy system,market system,and service system etc.
