面向地方产业集群的高校知识产权信息服务策略研究——基于江苏地区高校有效专利的现状分析

摘　　要：文章从宏观层面探讨高校创新技术—地域—产业集群之间的内在关系,以期从面向地方产业集群服务角度为高校知识产权信息服务献计献策。文章以江苏地区高校有效专利的现状分析为依据,引入国民经济分类作为参数,从科技创新技术供需角度对标江苏各地区产业集群进行相关性分析。面向地方产业集群的知识产权信息服务可细化为:建立统筹协作的区域性高校知识产权信息服务联盟,面向地方产业集群形成对应技术创新链上游、中游、下游的精准服务,为地方政府知识产权决策提供切实可依的知识产权信息战略研究。This paper discusses the internal relationship between innovative technology, region and industrial cluster in colleges and universities from the macro level, in order to provide suggestions for intellectual property information service in colleges and universities from the perspective of serving local industrial clusters. Based on the analysis of the current situation of effective patents of colleges and universities in Jiangsu province, this paper introduces the national economic classification as a parameter to analyze the correlation of industrial clusters in various regions of Jiangsu province from the perspective of supply and demand of scientific and technological innovation technology. The intellectual property information service for local industrial clusters can be subdivided into: establishing a coordinated regional intellectual property information service alliance of colleges and universities, forming accurate services corresponding to the upstream, midstream and downstream of the technological innovation chain for local industrial clusters, and providing practical and reliable intellectual property information strategy research for local government intellectual property decision-making.
