摘　　要：创新是经济高质量发展的第一动力,区域创新是创新驱动发展战略的重要内容,对经济发展发挥重要的引领作用。劳动力流动对区域间资源的重新配置及区域创新能力提升具有显著作用。本研究基于我国近二十年省级面板数据,探究劳动力流动对区域创新能力的影响。研究结果表明:劳动力流动显著提升区域创新能力,并给周边地区带来虹吸效应与溢出效应。具体来看,东部地区虹吸效应导致中、西部地区劳动力在数量与质量方面双重流失,“高低集聚”现象凸显,区域创新能力空间差距逐渐拉大。本研究认为:建立区域协同创新治理体系、完善社会保障制度、推进户籍制度改革、加强基础设施建设,是未来提升我国整体区域创新能力的有效举措。Innovation is the greatest impetus for the economic development with high quality while regional innovation is the important content of the innovation-driven development strategy and plays an important and leading role in economic growth.Labor migration has an obvious impact on both resources relocation between regions and regional innovation capability upgrading.Based on the provincial panel data of China for the past 20 years,this study explores the impact of labor migration on regional innovation ability.The findings of this study show that labor migration significantly improves regional innovation capability and produces siphon effect and spillover effect in surrounding areas.Specifically speaking,the siphon effect in the East caused the losses of both quality and quantity of labor force in the Middle and West regions,The phenomenon of"high and low convergence"is quite prominent,and the gap between these regions in terms of regional innovation capabilities has been gradually widening.It is the view of this study that establishing an integrated system and coordinated governance on innovation between regions,improving social security system,enhancing reform of household registration system,as well as strengthening infrastructure construction will serve as an effective means for raising the capability of regional innovation throughout China as a whole in the future.
