摘　　要：2021年5月31日,中共中央政治局决定进一步优化生育政策,实施一对夫妻可以生育三个子女政策及配套支持措施。在发挥三孩生育政策作用的同时,还要将婚嫁、生育、养育、教育一体综合考虑,进一步优化生育政策。文本指出,要更加关注和重视提高育龄人口的二孩生育意愿和生育行为,即将提高人口出生数量的任务和提升生育水平的努力更多地放在增加二孩生育上,以夯实生育三孩的基础。为此,除切实有效地制定和增加与二孩生育有关的育儿、教育、住房、就业等相关经济社会政策外,还要努力建立与鼓励生育相适应的新型生育文化,以提高育龄人群的二孩生育意愿,促使家庭生育抉择朝积极生育二孩再到积极生育三孩的方向转化。在加强新型生育文化的建设中,还要特别注重从关爱女性和从"养孩子"角度进行思考。While striving to give full play to the role of the three-child policy,we should have a clear understanding of the effect of this policy in improving the birthrate.In particular,we should pay more attention to improving the fertility will and fertility behavior of people of childbearing age.Therefore,the task of improving the number of births and efforts to improve the fertility level will focus more on increasing the birth of the second child.To this end,in addition to increasing second-child fertility related to parenting,education,housing,employment and other related economic and social policies,we should also strive to establish a new fertility culture,to improve the willingness to have a second child among people of childbearing age.In strengthening the construction of the new fertility culture,we should also pay special attention to caring for women and thinking from the perspective of “raising children”.
