摘 要:随着风险社会的来临,政府部门在风险管理领域面临着更加复杂的局面与严峻的挑战。从风险管理思维来看,目前政府风险管理的思维还较多局限于同一风险范畴内的“就事论事”;从风险管理策略层面来看,当下风险管理策略及手段容易局限于表层的“损失控制”。因此,未来政府部门在风险管理过程中应警惕风险的传导变异现象,将风险传导变异作为政府风险管理的题中应有之义,在关注某一风险本身的基础上考虑该风险在各种情况下可能变异为其他性质的风险,以及该风险借助突发事件变异为其他风险事项“导火索”的可能性。同时在风险应对策略方面,政府部门应着重建立风险能量的阻断机制,疏通风险能量宣泄渠道、优化风险管理手段与工具的组合策略,从而注重预防风险在深层的能量积累突变和性质转化。With the advent of the risk society,the government is facing more complicated situations and severe challenges in the field of risk management.From the perspective of risk management thinking,the current government risk management thinking is still more confined to the "on the matter" within the same risk category;from the perspective of risk management strategy,current risk management strategies and methods are easily limited to superficial loss control.Therefore,in the future,government departments should be alert to risk transmission and variation in the process of risk management,and regard risk transmission and variation as the meaning of the government’s risk management thinking.On the basis of paying attention to a certain risk itself,it should consider the possibility that the risk may mutate into other risks under various circumstances and the possibility that the risk may be mutated into the "fuse" of other risk items by means of emergencies.At the same time,in terms of risk response strategies,government departments should focus on establishing risk energy blocking mechanisms,unblocking risk energy release channels,optimizing risk management methods and tools combination strategies,and focusing on preventing risks from deep energy accumulation mutations and nature transformations.
