摘　　要：坚持新发展理念,构建新发展格局,积极财政政策需要从"宏观总量增长调控"转向"微观资源配置调控",关键要发挥政府支出对微观企业TFP提升的促进作用,重点要打通市场机制传导的堵点。利用1998—2013年中国工业企业数据,并匹配城市层面经济运行数据,检验了政府支出、市场机制与企业TFP提升的关系。研究发现:政府支出扩张总体上有利于企业TFP提升,在市场发育程度较低样本中表现尤为明显;通过市场机制传导分析发现,政府支出促进产品市场发育进而推进企业TFP提升,但在要素市场上支出效应不明显。进一步分析发现,提高教育支出比重、改变科技支出方式以及降低地方财政自主权等,更有利于促进市场发育并提升企业TFP。研究结论从支出角度为推进积极财政政策提质增效,实现有效市场和有为政府更好结合,提供政策启示。To adhere to the new development concept,build a new development pattern,and actively implement fiscal policy,positive fiscal policy should be transformed from“macro-control of total growth”to“micro control of resource allocation”.The key is to give full play to the role of government expenditure in promoting the TFP of micro enterprises,and break through the blocking point of market mechanism transmission.This paper uses the data of Chinese industrial enterprises from 1998 to 2013,and matches them with the economic operation data at the city level to test the relationship between government expenditure,market mechanism and TFP promotion of enterprises.The results show that the expansion of government expenditure is conducive to the improvement of TFP of enterprises in general,especially in the samples with low market development degree.Through the analysis of market mechanism transmission,it is found that government expenditure promotes the development of product market,which further promotes the improvement of enterprise TFP,but the expenditure effect is not obvious in the factor market.Further analysis shows that increasing the proportion of education expenditure,changing the way of scientific and technological expenditure,and reducing local financial autonomy are more conducive to promoting market development and improving enterprise TFP.From the perspective of expenditure,this paper provides policy implications for promoting the quality and efficiency of active fiscal policy,and achieving the better combination of effective market and promising government.
