摘　　要：通过分析近几场局部战争中外军快速动员的特点,梳理了预备役部队快速动员流程和影响因素,探索了快速动员能力评估内容的构成要素,构建了准确反映快速动员能力的评估指标体系,而后采用了改进的Delphi法和权重判断法对指标体系进行调整优化,并构建了定量指标计算模型,最后运用变异系数法对指标体系进行验证,形成结构合理、定性与定量相结合的评估指标体系,为预备役部队快速动员能力评估提供支撑。By analyzing the characteristics of rapid mobilization of foreign forces in recent local wars,this paper combs the rapid mobilization process and influencing factors of reserve forces,and explores the constituent elements of the evaluation content of rapid mobilization ability.Then the improved Delphi method and weight judgment method are used to adjust and optimize the index system,and the quantitative index calculation model is constructed.Finally,the coefficient of variation method is used to verify the index system to form a reasonably structured,qualitative and quantitative evaluation index system,which provides support for the rapid mobilization ability evaluation of reserve forces.
